General Principles of the Agreement
- If the customs value of the imported goods cannot be determined on the basis of Article1 through 6 inclusive (method 1-5), the customs value can be derived based on one of the five previous methods reasonably adjusted as necessary.
- The determined value should be based to the greatest extent possible on previously determined values only on the data available in the country of importation.
