Limitation of using Fall-back Method

One of the drawbacks of the fall back method is the likelihood of using prohibited methods not consistent with general principles of the agreement
There is also a likelihood of Customs to usurp too much authority and infringe on importers rights
The method may also lead to unnecessary disputes resulting to litigation.
