There are cases where person imports originating goods to their country and due to commercial reasons they want to export the same goods to another COMESA State. Such re-exportation is subject to the provisions 3.9 of the Manual on the application of the COMESA ROO and are subject to the following:
the goods remain under customs control and do not undergo any operations except those meant to preserve the goods, loading and reloading;
the re-exporter in the second COMESA exporting Member State shall make an application on the form shown in Annex VII. After the approval the exporter shall submit an export customs declaration together with the COMESA Certificate of re-exportation of Originating Goods as shown in Annex VIII. A photocopy of the original Certificate of Origin shall be attached to the certificate of re-Exportation of Originating Goods.
the Certificate of re-Exportation of Originating Goods shall be accordingly approved and provided to the re-exporter.
